Suffolk County Ways & Means Committee

This Committee shall review and consider:

  • All actions and legislation affecting insurance

  • General real estate matters (including all leases, except at Gabreski Airport)

  • Review and consider the sale of Brownfields property tax liens

  • Hardship and Local Law 16 property redemptions

  • §72-h transfers except for affordable/workforce housing; general land transfers

  • Waivers of interest, penalties or surcharges on tax payments

  • All matters involving the day-to-day operation of County government, including, but not limited to:

    • The County Legislature

    • Operation of the County Department of Audit and Control

    • The Real Property Tax Service Agency

    • The Department of Law;

    • The Board of Elections and all matters related to the conduct of elections

    • The County Clerk’s Office

    • The County Executive’s Office

    • OTB

    • The review, consideration, and approval of settlements of litigation claims against the County of Suffolk

    • The review, consideration, and approval of insurance liability claims for personal injury or property damage and worker’s compensation claims against the County

    • Review proposals to name or rename County facilities or place symbols or memorials at County facilities

  • Court Facilities

    • This Committee shall have jurisdiction over issues dealing with the construction, operation, and maintenance of Court facilities located within the County of Suffolk; over legislation and matters affecting the responsibilities of the District Court and the Traffic and Parking Violations Agency; and judicial appointments.

  • Additional Responsibilities

    • The Committee shall review lobbyists’ legislation; ethics legislation; initiative and referendum; and review and consider all technical corrections.

    • The Committee is responsible for review of the factual circumstances justifying settlement of cases awarding damages and compensation for injuries or property damage resulting from actions by County employees during the performance of their duties, approving such settlements, and providing review and oversight to ensure appropriate remedial actions are taken by County departments and agencies to correct or remedy policies or actions that give rise to County liability in lawsuits that have been settled by the County in order to prevent recurrences and to protect the County from potential future liability.

    • The Committee has oversight authority over the assignment of County owned and leased vehicles to individual County employees.

    • The Chairman of the Ways and Means Committee, or his or her designee, is a member of the Suffolk County Self-Funded Health Program Management Committee whose members, among others, include the Chairman of the Personnel Committee of the Legislature, an appointee of the Suffolk County Patrolmen’s Benevolent Association, an appointee from the Suffolk County Superior Officers Association, and an appointee of the Suffolk County Corrections Association.  The Committee is responsible for policy decisions regarding fund expenditures, final decisions on medical payment appeals and all other executive decisions affecting the Self -Funded Health Program.

    • The Chairman of the Ways and Means Committee, or his or her designee, is a member of the Space Management Steering Committee.

    • The Chairman of the Ways and Means Committee, or his or her designee, is a member of the Suffolk County Review Committee for County Siting of Memorials and Symbols and Naming of County Facilities, Parks, and Roads.

    • The Chairman of the Ways and Means Committee, or his or her designee, is a member of the Suffolk County Task Force To Assist Retired and Retiring Veterans.

This Committee shall be responsible for overseeing full implementation and enforcement of all of the laws of Suffolk County.
